Key Findings of IEMI 2025
Scores across the 36 States and UTs ranged from 10 to 84, with a median score of 40.
The leading performers were:
Delhi (84), Maharashtra (78), Karnataka (73), Chandigarh (71) and Goa (65).
Delhi and Maharashtra retained their top two positions compared with 2024, while Karnataka moved to third place. Goa recorded a significant improvement, rising ten positions. Madhya Pradesh also showed notable progress, moving from 23rd to 7th position.
The highest score increased from 77 in 2024 to 84 in 2025, indicating continued improvement among leading regions.
Performance Among Large States
Among the 17 large states, Maharashtra and Karnataka were among the top performers.
Eight large states were classified as frontrunners, with scores between 50 and 64: Tamil Nadu, Madhya Pradesh, Odisha, Andhra Pradesh, Telangana, Haryana, Rajasthan and Uttar Pradesh.
Seven states were categorised as emerging performers, scoring between 35 and 49.
Theme-Wise Performance
Transport Electrification
This category carries the highest weightage of 50%, but remained the weakest area overall. Only Delhi, Chandigarh and Maharashtra were top performers.
Charging Infrastructure
Karnataka recorded the highest score of 97, followed by Goa (92) and Maharashtra (91). This suggests that infrastructure development is progressing faster than EV adoption in some regions.
Research and Innovation
Delhi scored 94, reflecting stronger performance in EV startups, research and development, and patents.
Major Challenges
The index highlights limited charging infrastructure, dispersed settlements and a developing innovation ecosystem as major barriers.
A key concern is the uneven pace between charging infrastructure and actual EV adoption. With EV policies already introduced across many states, effective implementation, grid readiness, charging deployment and subsidy delivery have become increasingly important.
India’s EV Adoption Trajectory
EV penetration increased from 0.5% in 2018 to 8.25% in 2025–26. More than 8.7 million EVs were reportedly operating on Indian roads, while nearly 2.5 million EVs were registered during 2025–26.
Why Electric Mobility Matters
Road transport contributes around 12% of India’s energy-related CO₂ emissions. Greater electrification can therefore support climate objectives while reducing dependence on imported crude oil and strengthening energy security.
